I think there are many ways through which you can get backlinks but the best way among them through which you can get strong backlinks are directory submissions in high Pr directories, Social bookmarking in top Social bookmarking sites and link exchanging. you can also try various other processes to get backlinks like classified submission, Article & press release, blog commenting, forum commenting etc.....

There are many methods you can use to get back-links. All of them are already listed above, but the most important thing which comes after creating back-links is to get them indexed. Sometime it takes time for those links to get crawled by search engine. What you can do is to use to ping those url or to create RSS feed with them.

Link exchange is also one of the best way to build back-links if it is done the right way.

If you update the content of your website regularly or if you have a blog then the easiest way is whenever you update your content, then bookmark it to few good bookmarking sites. After sometime you notice its effect on your ranking.

All SEO Activities are best for a website but if we talk about best SEO techniques then I will go for Forum Answer Posting and Guest Blogging. These both are never ending activities. It helps to get top ranking for long time.

Reciprocal : I link to you and you link back to me
one way : You link to me or I link to you
3 way link : A link to B, B link to C and C link to A
