- Impossible to reach owner.
- Site don’t sell own products. Associate links based store.
- Poor content.

During website evaluation person who work for search engine nearly all possible keep site in index if it pass Trust Rank. As human this person understands that penalty can destroy someone business or even life. Even promotional mistakes (link farms, fast link building, not associated websites, banned sites) can be forgiven… we all recognize that in most cases business owner can be a fatality of bad SEO company or even competitors. In addition, if site really give good information… after human analysis it can be given extra credit.
