Does anyone have any guidelines in regards to how one ranks keywords.
For example, when one looks at monthly search volumes, can any of you give me an indication as to what sort of search volume is considered to be very high or very low. So far I have been evaluating them relative to each other only.
Also, how many google hits would you consider to be very high or low for a given keyword/phrase?

That wont help you, google give you just some assumption and his stats what before u select a keyword for ranking check its relevance ,check if its a information keyword or provide you good leads how many competitors you have on that specific keyword can u really able with sources to compete with them like u cant compete with flipkart on eCommerce business
You can use google free tools and other paid tools and many more what Keyword Research is not just done through google it is a topic of Business analysis.
the one must have good business mind to find a good keyword, you must know what people search what are trends in society and is your keyword is targeting your specific audience ,do small survey ask peoples about how they find specific service from search engine do ask what queries they use.
