Such a link would neither damage their own website nor Linking Matters. Indeed some research on network hypothesis might recommend that such links are very important in spreading information.
Remember that page rank is only one of many factors that influence your site's ranking on Google's. Its significance has been greatly overstated by that impressive looking green bar that appears on the Google toolbar if you decide to download it. Many people use it to speed the sites they are visiting.
But the page rank score on the toolbar is disreputably inaccurate and also Google often guesses the page rank of a page. It should never shape in your decision whether to link to a site or not. If you discover a site you want to link to go ahead. It will not do you any harm. Indeed, providing outbound links may carry a recompense from other factors of Google's algorithm.
