1.Zooming effect as shown in the below picture can be created by following these steps.
2.create a layer like this.
4.select the original layer and apply radial blur effect option.
2.create a layer like this.
3.create a copy of that layer and place it in the same position of the original layer.
4.select the original layer and apply radial blur effect option.
filter -> blur -> Radial blur
5.Finally you will get an output like this.
