Abusing NOSCRIPT tags is another way to place hidden content within a page so that the search engines will index it, but the visitor won't see the content. NOSCRIPT tags are also a valid optimization method for displaying an alternative representation of JavaScript content. The NOSCRIPT tag is not unethical by itself, only if misused.
JavaScript is one of the most useful coding to display client site page reactions to the users. JavaScript has become very important these days. JavaScript was ignored in olden days while writing a webpage, because many browsers tend to avoid from crawling. Scripts confuse browsers and many lower level browsers cannot understand JavaScript. Another big advantage for the SEO spammers is that the Noscript tags are not visible to the users. Similar to the noframes tag, noscript tags hide the content within it from the users. Search engines have become increasingly efficient in detecting these tags. Stuffing keywords in NOSCRIPT tags is unethical. Imagine if your users are looking at your source code and they see keywords stuffed inside the tag, if a competitor reports you to Google and if their algorithm cannot detect the spam automatically and they see you're spamming in a manual review, suddenly your site pops up for unrelated keywords you have stuffed inside the tag and people cannot find what they were looking for on your website. Noscript tags are bad, only if misused. It can also be a very valid representation of what you have in your JavaScript in a search engine friendly way.
Noembed tags are used similar to Noscript tags. We use embed tags to add videos or other animated media to a webpage. Search engines rarely crawl stuff inside noembed tag, for this we use the noembed tag to make the search engines understand what is inside the embed tag. We can add both contents and links in noembed tag.
